This costume is worn by Sakura in Episode 55: Sakura and Sakura From Wonderland. She transforms the The Big and The Little while wearing it.
It's unique in that Tomoyo did not personally design it, instead Sakura is magically wearing the costume immediately, upon entering a simulacrum of Wonderland; inhabited by copy-counterparts of her family and friends.
Design Description[]
It has an overall red color with puffy sleeves and panties under a white apron and a skirt ending with a big ribbon tied around the back. Black stockings reach up the legs, and Sakura wears red shoes with a heart motif on each, complemented by a black ribbon placed in the way of neck collar and a red ribbon in her hair.
